يعالج هذا الكتاب سياسة أبعد مدى مما يفعله السياسيون، إنه يبحث في سياسة يمارسها الناس فعلاً دون أن يسمونها "سياسة" ويتألف هذا الكتاب من قسمين رئيسيين يبحث الأول في نظرة الأميركيين العادية إلى السياسة، والثاني ابتداءً من الفصل السادس في نظرة الأميركيين وشعورهم تجاه السياسة التي يسمونها سياسة-حل المشاكل جماعياً والمساهمة في العمل الجماعي.
ويبدأ كل من القسمين بتقرير يتضمن ما يقوله الناس فعلاً يليها فصول أكثر توضيحاً تحاول تحديد أسباب تصرف الأميركيين سياسياً على هذا النحو أو ذاك. ويأتي القسمان كذلك باقتراحات حول ما يمكن أن يفعله المواطنون كي تصبح السياسة أكثر شبهاً بما يرغبون في أن تكون عليه، وهي اقتراحات تنبت مما يفعله البعض لجعل السياسة تخدم أغراضهم.
بعد مرور قرون على تأسيس نماذج الدولة الحديثة في الغرب، ما زالت تقف هذه الدولة على مسافة ما من التصور المثالي لها. فالمبادئ الأساسية التي قامت عليها هذه الدولة، الحرية والعدالة والمساواة والديمقراطية، ما زال تطبيقها نسبياً، بل هو عرضة للتأرجح... كما لا تزال قاعدة "الدولة الإرادة العامة" عرضة للانتهاك، ومرهونة بقدرة الشعب على الضغط في سبيل الحفاظ عليها.
هذا الكتاب يتوقف عند تجربة إحدى الدول الغرب في هذا الصعيد، وعند مدى استمرار تحقق مبادئ الدولة الحديثة في هذه التجربة. وهي تجربة دولة عظمى طالما عنونت علاقاتها الخارجية بكثير من دول العالم، وبخاصة دول العالم الثالث، بشعارات الديمقراطية والحرية والعدالة والمساواة، زاعمة أنها شروط يجب أن تحققها تلك الدول كي تحظى برضى هذه الدولة العظمى أي الولايات المتحدة الأميركية.
يعكس هذا الكتاب، من خلال عرضه لطرائق تعاطي الشعب الأميركي مع السياسة، مدى الهوة التي تفصل السلطة عن الشعب ومدى سعي الحكام وراء مصالحهم الخاصة، ومدى التأثير الذي تحدثه جماعات الضغط ووسائل الإعلام ومنظمو الحملات الانتخابية في بلوغ هذا الطرف أو ذاك السلطة، الأمر الذي يحل حكم القلة محل الديمقراطية.
ويسعى الكتاب للبحث عن الوسيلة التي يمكن أن تؤدي إلى إعادة الجمهور إلى السياسة بهدف تحسين الحكم، وهو يبحث في سياسة يمارسها الشعب، لا سياسة ترى في الجمهور مجرد مستهلكين أو مقترعين أو مؤدي ضرائب، وهذا ما يتطلب من الجمهور نفسه أن يتحمل مسؤولية في هذا الصدد.
