نطرح هنا نموذج لصنع القرار الاستراتيجي في سياق مفهوم الصراع الدولي الاستراتيجي- "نموذج جهاد عوده للقرار الاستراتيجي": ونظرًا لتعدد مستويات الصراع الدولي واتساع مفهوم الخطر الذي يوجهه صانع القرار الاستراتيجي فقد اهتم النموذج بأن يحقق الاتساق الداخلي الذي يضمن التوافق بين خطوات أو أطر عملية صنع القرار لتتوافق كل خطوة مع الخطوات السابقة لها والتالية لها، كما اهتم بتحقيق الاتساق الخارجي، وهو الذي يضمن التوافق بين الهدف الاستراتيجي الواجب تحقيقه، من خلال النموذج أو الأداة الاستراتيجية والتي تمثل الوسيلة أو المنهج للوصول إلى الغرض أو الهدف الاستراتيجي، وبين مجموعة الأهداف والاستراتيجيات العامة للدولة من ناحية أخرى. وتنبع كفاءة النموذج أو الأداة الاستراتيجية من القدرة التكتيكية واللوجوستيكية على تطويع الهدف الاستراتيجي في سياق إقليمي، ومن خلال خطوات تنفيذية متسلسلة وجداول تنظيمية للأنشطة والأعمال.
