تعرف الاستراتيجية على أنها العلم أو فن العمل الإنساني الهادف والإداري والصعب: الهادف، أي النازع نحو أهداف أو غايات محددة بدقة؛ إرادي أي أن الإرادة (المرتبطة بالمدة) لدى الوحدة الفاعلة تمثل شرطاً أساسياً من أجل تحقيق الهدف؛ والصعب بمقدار ما أن هذا التحقيق يتطب جهوداً جوهرية وبالتالي مستديمة من أجل التغلب على عقبات تتضمن عموماً خصوصاً مزودين باستراتيجيات خصمة معادية، عقبات عالية نوعاً ما لكي تغذي الشكوك، على الأقل لوقت قليل، بشأن نتيجة المحنة. وبهذا التصور تقع الاستراتيجية في صميم علم الحركة أو علم الفعل. وإذن فهي مهتمة بكل مجالات العمل، وخاصة تسيير التنظيمات من كل نوع مثل العوامل الاقتصادية وخصوصاً المشاريع.
بنى هذا القاموس على المبادئ والنظريات وعلى أشكال الاستراتيجية لان "المعرفة بالاستراتيجية تسهل فهم التاريخ وتفهم العالم الذي نعيش فيه، وهي تشكل عنصر الثقافة العامة" حسب ما يوضح ت. دي مونبريال. إن أكثر من مئتي مقالة (مفاهيبم سياسية عسكرية، وكذلك أيضاً في استراتيجية المشاريع، أسماء كبار منظري الاستراتيجية) كتبها حوالي ستون متخصص، كلها تساعد على فهم المبادئ الاولية في هذا المجال، منذ أكثر من خمسة وعشرين قرناً، حيث نظرياتها ونماذجها لا تصح إلا مقرونة بالممارسة.
