عندما أقبلت الأقطار العربية تباعاً للإضطلاع بمهام التنمية، كان الأمل يراود كل واحدة منها بأنها سوف تستطيع الفكاك عاجلاً من أسار التخلف الذي تراكمت أثقاله خلال عهود الهيمنة الأجنبية على الوطن العربي، وأنها سوف تنطلق بعد ذلك في مضمار التنمية لتحقيق مطامح كبرى عديدة، ومن مقدمتها المنشودة تأمين إرتفاع متواصل في مستوى الحياة الإقتصادية والإجتماعية، وتحرير المواطن من المعوز.
ولكن هذه المطامح سرعان ما واجهت العثرات بسبب فقدان أسلوب التخطيط كوسيلة ناجعة لتنظيم عمليات التنمية وترشيدها، ومنها تنمية المدخرات العربية التي تلعب دوراً أساسياً في مهام التنمية الإقتصادية.
وقد تنبهت العديد من الدول النامية إلى الدور الفعال الذي تلعبه المدخرات، ودور المصارف العربية في حشدها، فوضعت التشريعات والأنظمة بهدف زيادتها إما من خلال أسعار الفائدة التفصيلية والإعفاء من الضرائب، بالإضافة إلى إنشاء الأسواق المالية التي تسهل عملية تحويل المدخرات إلى إستثمارات.
وللأهمية التي تحتلها المدخرات، فقد قام الإتحاد بعقد ندوة مصرفية متخصصة في "صنعاء" 22- 1987/8/24 وموضوعها "وسائل تنمية المدخرات العربية المحلية والمغتربة وإستخداماتها".
وقدم في هذه الندوة عدة دراسات حول الموضوع والتي ركزت على الوسائل والسبل لزيادة حجم المدخرات بعد أن تبين أن حجمها آخذاً في الإنخفاض نظراً لتزايد الإستهلاك، مما انعكس على مسيرة التنمية الإقتصادية وزيادة الحاجة إلى الإقتراض الخارجي.
وكان من بين هذه الدراسات العلمية تلك الدراسة القيمة التي أعدها الدكتور "خليل محمد حسن الشماع" وألقاها في الندوة المذكورة، والتي دلت على أن المحاضر لم يأل جهداً في إيفاء الموضوع حقه من جميع جوانبه ذات العلاقة بموضوعات البحث، سواء من حيث تضمينه المعلومات الإحصائية، أو تركيزه على الجداول التي تشرح التراكيب الهيكلية لعملية الإدخار، وتوضح مراجع تخص البحث.
