لا شك أن الطلب المتكرر من متخذى القرار، وطالبى المواصفات العالمية فى التقارير، يستدعى منهم أن يسندوا هذه المهمة الكبيرة إلى متخصصين مبدعين، مهرة وخبراء، حتى يمكنهم أن يضطلعوا بهذه المهمة الصعبة، ومن ثم يعدوا ويصمموا ويخرجوا التقارير الشافية الوافية المتسقة، والتى توصف المشكلة بشكل موضوعى ودقيق، ومن ثم يحددوا لها هدفاً رئيسياً، متطابقاً لما شعروا به وأحسوه بخصوص هذه المشكلة، وأصبحوا مقتنعون أن يكتبوا عنها، ثم يحددوا الأهداف الفرعية المتفرعة عن هدف التقرير الرئيس.
لذلك فالتقرير الجيد لأبد أن ينجزه شخص جيد، ولذا يجب أن نستخدم مقياساً واحداً لقياس كفاءة التقرير، ومن ثم قياس كفاءة معد التقرير، فالمواصفات النموذجية فى التقارير الجيدة، إنما تتطلب مواصفات وسمات شخصية، يجب أن يتصف بها كاتب هذا التقرير.
وأحياناً يبحث أصحاب القرار عن المواصفات النموذجية التى يجب أن يحمها كاتب التقرير كشرط مسبق، لإعداد وكتابة تقريراً نموذجياً جاذباً، كما عليهم أن يتحروا عن كفاءته وخبرته ومهارته، واكتسبها من تكرار كتابته للعديد من التقارير المختلفة التى قام بإنجازها وإعدادها مسبقاً، لذلك فالعلاقة العضوية وطيدة جدا بين التقرير الجيد وكاتبه الجيد أيضاً، والذى يمتلك ناصية الجودة العالية فى الكتابة، ويمكن أن يعمل عقله وفكره وثقافته واحتكاكاته ووجدانه ومعارفه وخبراته وحدسه فى آن واحد معاً.
