يعرف المصنف في مؤلفه الذي نقلب صفحاته بأحوال الأمم الماضية، وما كانوا عليه من مكارم الأخلاق ومآثر الآداب، ويوضح ويشرح أحوال البلاد التي صنفها وبتأثير الشمس والمطر والرياح بثلاث بقع اختصت كل بقعة بخاصة لا توجد في غيرها، منها ما صار حجراً صلداً، ومنها ما صار طيناً حراً، ومنها ما صار طينة سبخة.
البقعة الأولى تولد فيها الجواهر النفيسة، والثانية الطينية هي منبت الثمار والزروع، والطينة السبخية يتولد منها الزاجات والأملاح. وهكذا يمضي في كتابه في توزيع البلدان حسب الأقاليم وتبعاً لمناخ وطبيعة كل بلد بالاستناد إلى التقسيم المناخي الذي قسمه. وقد بلغت تلك الأقاليم سبعة. أورد أسماء بلدانها تتابعاً حسب الترتيب الألفبائي.
