وبدأت ببث التفرقة، والعنصرية والفساد الإداري بين أبناء الشعب العراقي من خلال التفجيرات والاعتقالات العشوائية... وتدمير البنى التحتية للشعب، كما شجعت على تقسيم العراق إلى ولايات ليزداد بالتالي ضعفه وتتمكن من فرض أطماعها وسيطرتها واستبدادها على العراق شعباً وأرضاً.
عن تلك الهجمة الاستعمارية الإرهابية وضح الباحث (عبد الجليل حسن الرفيع) في كتابه (العراق في ظل الاحتلال) مدى الخراب والدمار النفسي، والجسدي، والاقتصادي والاجتماعي الذي ألحقته أمريكا بالشعب العراقي، واستعمالها لبعض الرموز الدينية والقومية كي يحكموا العراق كما تشاء.
