أنطلق مركز بحوث الاقتصاد التطبيقى من أجل التنمية ( الجزائر) ومركز البحوث العربية والأفريقية (مصر) لتعليق التعاون فى ميدان العلوم الاجتماعية ولقد آتت المبادرة المشتركة أولى ثمراتها فتجسدت فى تنظيم ملتقى مهم بمدينة تيميون بالصحراء الجزائرية فى ربيع 2002 وهى مدينة ذات دلالة خاصة إذ تشكل ملتقى رمزيا خصبا للثقافة العربية الإفريقية. ولم يكن هناك موضوع أولى بالبحث والمناقشة أكثر موضوع النخب فى العالم العربى ممثلة فى حالات مختارة من مصر والجزائر.
