هذا الكتاب هو أول رسالة أكاديمية في القانون الدّولي تبحث موضوع "الحدود العراقية - الإيرانية والوضع القانوني في شط العرب"، نوقشت في جامعة بغداد، كلية الحقوق سنة 1972. أشرف عليها الدكتور حسن الجلبي (المشرف الأوّل)، لكنه غادر العراق لأسباب سياسية، فتولّى الإشراف عليها الدكتور عبد الحسين القطيفي (المشرف الثاني).
يؤرّخ هذا الكتاب للاتفاقيات والأحداث التي أعقبتها فيما يتعلق بمسائل الحدود بين العراق وإيران، ولاسيما حدود شطّ العرب بين الدولتين. ولذلك يقوم مقام مرجع أساسي لجميع التفصيلات الدقيقة في قضايا الحدود، وينطوي الكتاب، فضلاً عن أدبيات موضوعته، على آراء المؤلّف وتحليلاته بصدد حقوق العراق في هذه القضية، مقدّمة بمنهج علميّ أكاديميّ موضوعيّ.
في الكتاب وفرة من المعلومات والتحليلات والحلول المقترحة التي استشرق بها المؤلّف، منذ مطلع السبعينيات، نُذر تسييس ملفّ الحدود في اتفاقية الجزائر 1975، ومن بعدها حرب الثمانينيات على الحدود بين العراق وإيران.
