حيث استعرض أكثر من خمسين تصرفا يمكن تصنيفها فساداً إدارياً، متطرقاً كذلك إلى الأسباب المؤدية لتلك التصرفات والمظاهر، والتي قد تكون سياسية المبعث تتمثل في القيادة والتشريع والإقتصاد والرقابة، أو إدارية في المؤسسة والفرد، أو ثقافية في المجتمع والتعليم والإعلام والتدين، آتية من بعضها أو منها جميعاً، لتشكل مجموعة من المخاطر الكارثية للفساد على مؤسسات الدولة والمجتمع، تنذر بالإضطراب والتصارع والإنهيار، ولذلك تم تجريم الفساد شرعاً وقانوناً، مع توقف البحث - تحديداً وللمقارنة - عند القوانين العمانية والمغربية المُجرّمة لهذه الظاهرة، منتهياً بخطة مقترحة كإستراتيجية شمولية لمكافحة الفساد الإداري، في ثلاثة محاور؛ قيادي ووقائي وعلاجي، تشترك فيها المؤسسة الرسمية مع المجتمع، لمحاصرته في كل إتجاه؛ تشريعاً وتثقيفاً ورقابةً وقضاءً.
