يعد كتاب "معيد النعم ومبيد النقم" تصنيقاً متفرداً من تصانيف القاضي تاج الدين بن تمام السبكي الفقيه المحدث والمفسر والمقرأ ولد سنة (727هـ) في مصر وتوفي عن عمر(44) سنة في الـ (771هـ).
يشكَل الكتاب أثراً مهماً من ضمن تصانيف التراث العربي الإسلامي ينطلق فيه مؤلفه من "الرؤية الإسلامية القائلة بأن بسط النعمة وقبضها إنما مرجعه عند الله تعالى. الذي يفيض بنعمه على عباده ولا يحر مهم منها إلا لنكرانهم لها، ولجعلها يتفكرون في أمورهم ويعودون لصوابهم وهكذا فإن المجتمع الإسلامي يرتكز في مجريات أموره الحياتية على هذا الإيمان". والمثال على ذلك ما ورد على المؤلف من سؤال مضمونه: هل من طريق لمن سلب نعمة دينية أو دينوية، إذا سلكها عادت إليه، وردت عليه؟ فكان الجواب: طريقه أن يعرف: من أين أتى فيتوب (منه) ويعترف بما في المحنة بذلك من الفوائد فيرضى بها، ثم يتضرع إلى الله تعالى بالطريق التي نذكرها..." وعبر هذا المقياس يسير التاج في مؤلفه مستعرضاً أمثلة من المواقع الإجتماعية القائمة في زمانه وضمن تلك الظروف الإجتماعية، وقد بلغ عددها مائة واثنا عشر مثالاً، أعلاها وفي مقدمتها "الخليفة فمن دونه من السلطان ونوابه" وأدناها وآخرها في السلم الإجتماعي" الشحاذ في الطرقات".
وفي الكتاب أيضاً يتحدث السبكي عن ناظر الجيش وعن الدولة الفاسدة والدولة العادلة ويعرج على العلماء بعرض مكثفٍ عن المثقفين وجوانب الثقافة السائدة في ذلك العصر و"منهم المفسر والمحدث والفقيه والأصولي والمتكلم والنحوي وغيرهم" أما الأقسام الخاصة باللغويين النحاة، فيبدو التمييز واضح بين التمكن في اللغة والتقعر، ما عدا ذلك من إشارات تستهدف الحسن والبلاغة والمحسنات البديعية...
وعليه يمكن القول أن "معيد النعم ومبيد النقم" من أهم الموسوعات والتصنيفات الكبرى التي سجلت جوانب الثقاقة العربية المختلفة على هيئة موسوعات شاملة وتبرز ضمن تلك الكتب تآليف ابن خلكان والذهبي والصفدي والسبكي وابن حجر والسيوطي.
