يتوجه هذا الكتاب إلي القارىء العادى وإلي المواطن المهتم وإلي النشاط في مجال الدفاع عن الحقوق والحريات وإلي جميع مؤسسات المجتمع المدني، ليضع بين أيديهم تشخيصا ً لمواطن تغلغل الفساج وانتشاره والوسائل المؤسسية والقانونية والمجتمعية لمكافحته.
