يُقيِّم الناس وزراء الصحّة من خلال إنجازاتهم، ويحكمون عليهم من زاوية النظر هذه؛ لكنهم لا يطّلعون على الخلفيات والرؤى والمشاعر التي وقفت وراء الإنجازات. ومن ناحية أخرى فإن نتائج مشاريعهم لا تظهر غالبًا إلا بعد تركهم الوزارة، ولكنّهم ينفّذون أو يشغلون مشاريع وبرامج بدأها أسلافهم. أما الذي قد يختلف من وزير لآخر فهي الرؤى والأولويات وأسلوب العمل، وهذا يظهرُ بوضوح في مذكراتهم. لذا كان نشر مذكرات الوزراء الذين تولوا وزارة الصحة منذ (1390هـ/1970م) حتى (1430هـ/2009م) فرصة ثمينة لمتابعة اتجاه التصوّر الاستراتيجي للنظام الصحي. ولكن مهما كان اتجاه هذا التصوّر، فإن عددًا من الأطباء السعوديين الروَّاد في المجال المهني الطبي، الذين درسوا وتخصصوا في بلدان متقدمة، جلبوا معهم ما حصلوا عليه في نظمها العلاجية المتطوّرة من المعارف والخبرة التقنية وطبّقوه في وطنهم والمستشفيات التي عملوا بها بتفانٍ وإخلاص، وأسهموا بذلك في تطوير الخدمات الصحية، فجاء صدور مذكراتهم في وقت واحد تقريبًا، فرصة ثمينة للاطلاع على صورة مشرقة لدور الطبيب السعودي الذي يضع أخلاقيات المهنة ومصلحة المرضى فوق أي اعتبار.
