يعرّف هذا الكتاب بالبنية السياسية والاجتماعية للنخبة السياسية الفلسطينية، ويرصد سماتها وآليات تشكلها بهدف التعرف على النظام السياسي الفلسطيني في مراحله المختلفة. كما يسعى الكتاب إلى معرفة آثار تحول النظام السياسي الفلسطيني من حركة تحرر إلى شبه دولة على سمات هذه النخبة.
وينقسم نطاق الكتاب إلى محورين؛ زمني وموضوعي. حيث يغطي المحور الزمني الفترة ما بين اجتماع المجلس المركزي سنة 1991، أي ما قبل قيام السلطة الوطنية، وحتى انتخابات المجلس التشريعي الفلسطيني لسنة 2006. أما المحور الموضوعي فيشمل تركيبة النخبة في مؤسسات منظمة التحرير الفلسطينية، ونخبة السلطة الوطنية الفلسطينية.
ويأمل هذا الكتاب أن يسد ثغرة في مجال نقص الدراسات الكمية في النظام السياسي الفلسطيني، عن طريق توفير قاعدة معلوماتية كاملة حول أعضاء النخبة السياسية الفلسطينية في الفترة محل الدراسة. علماً بأن الكتاب قد استوفى بياناته بشكل خاص من المصادر الأرشيفية لمنظمة التحرير، بالإضافة إلى الاعتماد على الاستبيانات والمقابلات الشخصية.
