رغم أن وظائف الشرطة التقليدية تحقق حدوداً دنيا من الأمن والحماية للأفراد والمجتمع. من خطر الجريمة وظروف الحياة في المدينة وحوادث المرور إلا أن دورها أصبح اليوم وفي ظروف العصر أكثر تعاظماً وأشد حساسية من ذي قبل فلم تعد الشرطة تواجه جرائم فردية فحسب بل أصبحت الجرائم منظمة وجماعية في أغلب الأحيان وخاص في ظروف المدن.
ومن ثم أصبح لزاماً على أجهزة الشرطة أن تطور وظائفها لتتناسب مقتضيات العصر ومتطلبات المدن. بأن تدعم تنظيمها وتعيد صياغته بصورة جديدة تمكنها من تحقيق تلك الوظائف وأن توفر لها الوسائل الحديثة المتطورة التي تجعلها قادرة على أداء وظيفتها بكفاءة عالية وبفاعلية أكثر في دعم عوامل الضبط في المجتمع عامة وفي المدن خاصة. وباعتبارها من أكثر الأجهزة فاعلية في دعم عوامل الضبط في المجتمع ومواجهة أمراض المدينة المرتبطة بالجريمة.
وفي ضوء ذلك نسير في معالجتنا للمظاهر الحديثة في خدمة الشرطة في الخطوات التالية: [أولاً: مدخل حول الوظائف المستحدثة للشرطة ومظاهرها في المجتمع المعاصر, ثانياً: تنظيم خدمات الشرطة ومظاهرها المستحدثة, ثالثاً: العلاقة بين الشرطة وعلم الاجرام, رابعاً: دراسة الظاهرة الإجرامية بالطرق العلمية وإسهام الشرطة في هذا المجال, خامساً: دور الشرطة في دراسة المشتبه فيهم بالطرق العلمية, سادساً: مدى استفادة الشرطة من التقنية العصرية في أداء وظيفتها, سابعاً: الظروف الاجتماعية للمدينة المعاصرة وحاجتها لدعم وظيفة الشرطة, ثامناً: الدور المانع للشرطة, تاسعاً: الضبط الاجتماعي ودور الشرطة في دعم مقوماته].
وهذه الجوانب المختلفة تتكامل مع بعضها لتقديم صورة واضحة ومتكاملة عن المظاهر المستحدثة في خدمة الشرطة. وسوف نتناول كل منها في مجال فصل خاص بها لتحليل جوانبها وإبراز ما استحدثت من أدوار وأساليب ووسائل في مجال الشرطة ومدى فاعلية جهاز الشرطة في مواجهة الجريمة ودعم عوامل الضبط والنظام في المجتمع.
