ليست الغاية من هذا الكتاب انتقاد مؤسسة أو انتقاص شخص أو دولة. إنما هي صرخة ألم وتوصيف لواقع تعيشه أكبر مؤسسة عربية أراد مؤسسوها منها أمراً فكان لها شأن آخر.
هي شهادات ومشاهدات ووثائق من داخل الجامعة العربية على لغة "وشهد شاهد من أهله". ومع أنها ليست كل الوقائع وليس كل ما يعلم يقال، ولكل حديث أوان، فإن ما ورد في هذا الكتاب يضع النقاط على الحروف، لعله يكون منطلقاً لمراجعة، وتصحيح وتصويب وإعادة الأمور إلى نصابها، إنه نوع من النقد الذاتي وتذكير لعل الذكرى تنفع.
أنشئت الجامعة العربية في 22 آذار -مارس 1945 وبعد أكثر من ستة عقود على إنشائها لا يزال قول الزعيم الفلسطيني الراحل أحمد الشقيري ينطبق على واقعها: "إن الجامعة العربية سارت خطوات واسعة جداً لكن على طريق التجزئة، وألقت بالوحدة العربية في سلة المهملات مع الفضلات. وبديلاً عن الوحدة، أصبحت الجامعة العربية (جامعة) حقاً، ولكن لقادة وحكام الانفصال، ففهي جامعة بلا شخصية، وميثاق من غير أخلاق".
