أما في لبنان فإن البوادر الأولى تثير القلق إذ إن مشاريع النصوص التشريعية والتنظيمية التي وضعت لإطلاق صناعة البترول والغاز تنطوي على عدد كبير من الثغرات والإنحرافات التي لا يمكنها إلا أن تؤدي إلى خسائر مالية فادحة وإلى الحؤول دون قيام الدولة بدورها الأساسي في المساهمة في العمليات البترولية عن طريق شركة نفط وطنية وفي مراقبة الشركات البترولية.
ولم يعد من المستغرب وهذه هي الحال أن تحاط النصوص المشار إليها بالسرية التامة كما تدل على ذلك مقتطفات من هذه النصوص تنشر لأول مرة في هذا الكتاب.
