الموضوع الرئيس لهذا الكتاب هو علماء السُّنة (رجال العلم) في الشرق الأوسط في العصور الحديثة، أولئك الذين تلقَّوا تعليمهم الديني الرسمي ونالوا درجاتهم العلمية من مدارس وكليات دينية معروفة، وهم أيضًا أولئك الذين عُرِفوا بارتدائهم العباءة والعمامة. ومن الناحية الفكرية لم يكن هؤلاء العلماء يشكلون جماعة فكرية راسخة بل كانوا يعتنقون اتجاهاتٍ فكريةً متباينةً تتراوح بين الاتجاه شديد المحافظة وشيء من الليبرالية.
ولقد كان معظم أولئك العلماء مرتبطين ارتباطًا وثيقًا بالدولة من حيث المناصب، والرواتب، والمؤسسات العلمية، في وظائف المدرسين، والدعاة، والقضاة، والإداريين، ضمن المؤسسة الدينية الرسمية. وعلى النقيض من ذلك نجد أن بعضهم لم يكونوا ينتمون لمؤسسة علمية، وينتهجون موقفًا حركيًّا أكثر، وكان لهم مواقف أكثر حدة، إذ كانوا يصطدمون مرارًا بـ"علماء" السلطة والسلطات السياسية حول قضايا دينية واجتماعية وسياسية.
كان لحضور علماء السُّنة في القضايا الأخلاقية والسياسية الاجتماعية المطروحة على أجندة الحوار في الدول الإسلامية بالعالم العربي في أواخر القرن العشرين، دور كبير في تجديد الاهتمام بمكانتهم في العصور الحديثة. ويعكس الكتاب الذي بين أيدينا هذا الاهتمام، ويقدم صورة تاريخية ومعاصرة متكاملة لهذا الأمر، مع التركيز على منطقة الشرق الأوسط في سياقها الحضَري وشبه القبَلي.
