وعرفت البشرية التفاوض لحاجتها إلى البقاء وحسن العلاقة ودرء المخاطر لهذا تجد ممارسة المفاوضات بقصد تحقيق الأهداف الاجتماعية والسياسية والمنافع وأحيانًا للغايات العقائدية لذلك منذ القدم استخدم الأقوام التفاوض في تنظيم العلاقات فيما بينها وبين غيرها.
ونظرًا لتزايد الصراعات الدولية والخروقات الواضحة التي تهدف حقوق وتوجه العالم نحو أحادية القطب وتخطيها نحو الاندماج العالمي الذي بات ينحاز لأحد الأطراف على حساب الآخر. فهنا برزت أهمية المفاوضات التي تؤكد على التفاهم الودي والتعاون المشترك في المسائل التي تمس أطرافه أو المجتمع الدولي والمشاركة العالمية في التدابير والإجراءات من أجل حماية الشعوب المضطهدة.
