يعرض هذا الكتاب مسارات تطور أوضاع المرأة القطرية خلال العقدين الماضيين، مبرزاً الثوابت التي ظلت تؤطر عملية تحديث المجتمع القطري ومرجعياتها الدستورية والسياسية والثقافية والاجتماعية، وراصداً التحولات العميقة في هذه المسارات وانخراط المرأة القطرية في التنمية الشاملة التي تشهدها البلاد. ولم يكن هذا التطور معزولاً عن المشروع الوطني الذي بلورته القيادة السياسية في قطر، وكان سمو الأمير الوالد، الشيخ حمد آل ثاني، وجهود سمو الشيخة، موزا بنت ناصر المسند، حجر الزاوية في أساساته؛ إذ كانت ثورة عقلانية وصامتة في نفس الوقت تدور رحاها في قطر وخلال العقدين الأخيرين حصل تقدُّم كبير يشهد على إرادة الدولة وجهودها في إشراك جميع أفراد المجتمع في تنمية البلاد، وتعزيز دور المرأة وترقية أوضاعها، ولا تزال هذه "الثورة الصامتة" مستمرة مع سمو الأمير، الشيخ تميم بن حمد آل ثاني، نحو بناء دولة المؤسسات وتحقيق تنمية شاملة تستهدف المواطن الذي يُمثل أساس هذه التنمية، وتتجه صوب كل القطاعات السياسية والحقوقية والاجتماعية والاقتصادية والبيئية والرياضية انسجاماً مع "رؤية قطر 2030" لصناعة المستقبل بالاعتماد على جميع الطاقات المجتمعية والموارد التي حبا الله بها قطر.
