لعل أروع ما يتمتع به العقل البشري هو السعي والتحول الدائم نحو الأفضل، وإذا كان تاريخ المجتمعات البشرية قد مر بمراحل عديدة منذ بداية الثورة الصناعية في أوروبا فإن إستعمال التقنيات الحديثة على إختلافها قد ساهم في عملية التطور الإنساني.
ولم يختصر هذا التطور فقط على إستعمال الآلات ووسائلها في مختلف مجالات الإنتاج والحياة الإنسانية بل ساهم إختراع الآلة البخارية والكهرباء والهاتف والتلغراف في تقريب المسافات بين البشر وتقطيع الأبعاد الأثيرية؛ ومع إقتراب المسافات تحولت الأرض إلى وحدة عالمية الأمر الذي ساهم في ظهور واقع العولمة حيث ساهمت تقنيات الإتصالات ونقل المعلومات في إيجاد السبل الجديدة لإنفتاح الشعوب الأمر الذي فرض على القطاعات الوطنية مسؤولية عالمية جديدة أضحت أساسية في تطور العلاقات الدولية ضمن نظام عولمة الخدمات.
فأين نحن اليوم في لبنان من الأسواق المفتوحة ومن تجارة الإنترنيت Cyber Market في عصر أضحت فيه منظمة التجارة الدولية الجهاز الدولي الذي يشرف على عولمة الإقتصاد والواقع الجديد لإنفتاح الأسواق، كيف يمكن مواجهة هذه التحولات المتمثلة بالإنفتاح التجاري وإقتصاد المعرفة والتجارة الإلكترونية؟ كيف نحوّل الإدارات والحكومات نحو الخدمات الإلكترونية في ظل إدارة كلاسيكية للموارد الوطنية والبشرية؟ هل إن إدارتنا التي تعود تركيبتها وعملانيتها إلى مطلع القرن تتحمل مثل هكذا تحولات؟.
تساؤلات تطرح تسعى هذه الدراسة إلى إلقاء الضوء على مساربها بما يساهم في ولوجنا نحو الألفية الجديدة، كما تطرقت إلى العديد من المسائل الأساسية ومنها دور الدولة والإدارة في سياق التطور التاريخي وعلاقاتهما مع المجتمع إضافة إلى عرض واقع توفير الخدمات للمواطنين.
