إن الزكاة ركن من أركان الإسلام الخمسة، يأتي في المرتبة الثالثة بعد ركني التوحيد والصلاة، وهي عبادة مالية، يكفر جاحدها، وليست هبة أو منة ـ كما يفهمه بعض مسلمي هذا العصر ـ بل هي حـق معلوم في مال الأغنياء، يجب أداؤه لمن ذكرهم الله تعالى في كتابه الكريم، وللحاكم استيفاؤها عنوة، إن لم تُؤدَّ طوعاً.
ولقد امتثل المسلمون ـ غالباً ـ خلال مراحل حياتهم لأداء هـذه الفريضة، وانفعلت بها نفوسهم، ودفعوها طواعية، وبنفس راضية، فطهّرتهم من مرض الشح والبخل، كما طهَّرت صدور مستحقيها من الغل والحسد، وأصبحـوا في دين الله إخوانـاً متحـابين متـآزرين، وباتـت مجتمعاتهم أنموذجاً يُحتـذى بـه في التعاون الاجتماعي.
ولو عاد المسلمون إلى تطبيق زكاة أموالهم كما يريدها الله تعالى، لما وُجد في مجتمعاتهم محتاج يعاني المرض والجوع والحرمان. ومما أثار إعجابي في هذا المقام ما كتبه أحد الباحثين عن الإباضية: ’أنهم يمنعون المسلم من إراقة ماء وجهه، والتعرض لذلِّ السؤال، فإذا هانت عليه كرامته، وذهب يسأل الناس الزكاة، حُرم منها عقاباً، عقاباً له على هذا الهوان.
على أن الزكاة حـق لا بد أن يصل إلى صاحبـه دون إذلال نفسه، ودون أن يتكل عليه، فيدخله في حساب عيشه، وإنما يجب أن يعمل ليتكسب بعمله وعرقه ما تتطلبه حياته، ولذلك لا تجد بينهم في مجتمعاتهم شحَّاذاً‘. ولقد حظيت الزكاة في كتب العلماء بعناية تشبه عنايتهم بباقي أحكام الإسلام الأخرى وعلومه، وربما فاقتها، فتناولها المفسرون بشرح آياتها، وأورد المحدثون الأدلة والآثار في بيانها، كما أفاض الفقهاء في توضيح أحكامها وكل ما يتعلق بها، وأفردها غير واحد من فقهاء المسلمين في مباحث مستقلة، ككتب الخراج، والمال، والأحكام السلطانية، والاقتصاد، وغيرها.
وإذا كانت الكتابات كثيرة في موضوع الزكاة، والمادة غزيـرة، ومصادرها موفورة، فما وجه الحاجة للكتابـة في هذا الموضوع، إذن؟ وما الضرورة المُلحَّة للبحث في هذا الشأن؟
إن موضوع بحثي جزء من نظام الزكاة العام، ألا وهو: ’زكاة الزروع والثمار في ضوء تطور الزراعة في العصر الحديث‘؛ إذ لا يخفى على عاقل ما للزراعة من أهمية عظمى في الدخل الفردي والجماعي، خصوصاً في وقتنا الحاضر، بعد هذا التطـور الزراعي السريع، وتحوُّلـه إلى مصدر مهم في الاقتصاد، وأداة رئيسة في التجارة والصناعة والطب وغيرها.
