هذا الكتاب يجمع بين السياسة الشرعية وعلم الإدارة في الشريعة الإسلامية فقد تناول الكتاب سبع مباحث تضمن المبحث الأول الذي هو التعريف بالسياسة الشرعية وصلتها في تعيين موظفي الدولة بعض المفردات منها السياسة الشرعية لغة وصلة السياسة الشرعية في تعيين موظفي الدولة في الوظائف السياسية ـ أما المبحث الثاني الذي هو الوظيفة السياسية العامة حق من حقوق الله تعالى المعلل بمصالح العباد والبلاد ومن مفرداته المراد بمصطلح (حق الله) عند علماء الفقه وتطرق المبحث الثالث الى بيان المقصود العام من إقامة وظائف الولايات العامة وعلى رأسها (رئاسة الدولة) والطرق المؤدية الى إقامة هذا المقصود، ووسائل حفظه من الخلل أو الزوال والاندثار وتضمن المبحث الخامس القواعد العامة المدعية في تعيين موظفي الدولة وطريقة اختيارهم وأما المبحث السادس فقد تناول حقوق موظفي الإمام على أعمال التنفيذ والقضاء مقابل اجتباسهم الوظيفي السياسي وتضمن المبحث السابع والأخير على متابعة الإمام، ومن ينوبه، أداء موظفيه على أعمال التنفيذ والقضاء وتقويمهم.
