تعتبر حقوق الإنسان جزءاً لا يتجزأ من القانون العام، وهي تهدف إلى تنظيم العلاقة بين الفرد والدولة بشكل دقيق، خصوصاً في العصر الذي نعيش فيه حيث تنتهك حقوق الإنسان.
وتستأثر حقوق الإنسان كما كرّستها المواثيق الدولية والدساتير الوطنية بإهتمام المواطن والدولة على السواء بإعتبارها هدفاً أسمى تسعى الشعوب إلى تحقيقه كي ينعمَ أفرادها بالطمأنينة والسلام فلا يُهدر حق ولا تُنتقص حرية.
ولا بدّ للإنسان، لكي ينعمَ بحريته، من أن يدفع كل إعتداء عليها سواء من الغير أو من السلطة، ولكن بالمقابل، لكي نحسنَ الدفاع عن حريتنا ينبغي أن نعرف حدودها حتى لا يتحول دفاعنا إلى إعتداء وذلك على قاعدة الوعي بالحقوق والواجبات.
من هنا، يغدو ضرورياً دراسة هذا المقرر في كليات الجامعة اللبنانية لنواكب مسعى الأمم المتحدة التي تقوم، عبر لجنة حقوق الإنسان أو من خلال مؤتمرات دولية وشاملة بإثارتها أمام الرأي العام العالمي مسألة الإنتهاكات المنظمة والمتواصلة لحقوق الإنسان في هذه الدولة أو تلك من دول العالم.
