لذلك فإن استقطاب أفضل المهارات البشرية واختيارها، وتعينها، وتدريبها، وتحفيزها، وتقديم فرص النمو والترقي لها في المنظمة، للمحافظة عليها، إنما تعد من الأمور الهامة التي تساعد المنظمة على مواجهة التحديات والمنافسة الخارجية، ولم يعد كافياً اليوم، قيام إدارة الموارد البشرية بوظائفها التقلدية على المستوى المحلي فقط، ولكن امتد واتسع مجالها ليشمل قيامها ببعض الوظائف والأنشطة على المستوى العالمي مما يزيد من وظائف إدارة الموارد البشرية، ويضيف من أعبائها ومسئولياتها في ظل العولمة، أيضاً فإن الدور الجديد الذي تلعبه إدارة الموارد البشرية في المنظمات، اقتضى ضرورة تكامل أنشطتها وسياساتها مع السياسات والاستراتيجيات على مستوى المنظمة ككل، كما يتطلب مدير إدارة الموارد البشرية أن يكون شريكاً في تنمية وتحقيق الاستراتيجيات على مستوى المنظمة بصفة عامة وعلى مستوى الموارد البشرية بصفة خاصة، وقد قام بتقديم هذا الكتاب كل من الدكتورة "راوية حسن" حيث قامت بكتابة الفصل الأول، والثاني والثالث، والرابع، والخامس، والعاشر، والحادي عشر، والثاني عشر، والثالث عشر، وأيضاً دكتور "محمد سعيد سلطان" والذي قام بكتابة الفصل السادس، والسابع، والثامن، والتاسع.
وقد جاء الكتاب مقسماً فصوله بين ثلاثة أجزاء كالتالي:-
الجزء الأول: تشكيل المنظمة (الفصل الأول: مدخل استراتيجي لمفهوم الموارد البشرية، الفصل الثاني: إدارة الموارد البشرية في ظل التغيرات البيئية، الفصل الثالث: تصميم وتحليل العمل، الفصل الرابع: تخطيط الموارد البشرية، الفصل الخامس: استقطاب الأفراد، الفصل السادس: الاختيار والتعيين).
الجزء الثاني: تدريب وتنمية الأفراد (الفصل السابع: تنمية العاملين، الفصل الثامن: تنمية المديرين، الفصل التاسع: تقييم الاداء).
الجزء الثالث: تعويضات الأفراد (الفصل العاشر: نظام المكافآت بالمنظمة، الفصل الحادي عشر: أنظمة الأجور والمرتبات الأساسية، الفصل الثاني عشر: أنظمة الحوافز، الفصل الثالث عشر: مزايا ومنافع الأفراد).
