الكتاب هو دراسة علمية، محورها مدينة القدس، بأرضها وسكانها، العرب واليهود منذ سنة 1858-1948م. وقد استندت إلى الوثائق العثمانية والبريطانية والأمريكية والصهيونية، وسجلات المحكمة الشرعية في القدس، ومحاضر جلسات المجلس البلدي في القدس؛ لتفسير كيفية حيازة اليهود المهاجرين الأجانب لمساحات من القدس، وتفسير ظاهرة استيطانهم في حدود المدينة وما حولها.
ولقد رصد الباحث أساليب الخداع والاحتيال والتلاعب اليهودي الصهيوني على القوانين في العهد العثماني لزيادة أعدادهم في القدس وحيازة أراضيها. كما تحدث عن طرق تمكين اليهود من الهجرة والاستيطان وحيازة الأراضي في العهد العثماني، وأهمها: القوانين والضرائب والمصادرات والإجلاء القسري للفلاحين والعقوبات الجماعية.
والدراسة مزودة بالجداول والأرقام الإحصائية، التي تبين تطور أعداد سكان القدس خلال الفترة الزمنية التي تناولها الباحث.
