تتطلب تنمية اقتصاديات الدول النامية تطوير أجهزتها المصرفية والائتمانية بصفة أساسية فيما يتفق مع الظروف الاقتصادية والاجتماعية لهذه البلدان ومتطلبات التنمية فيها، ويلزم ذلك ضرورة وضع السياسات المناسبة لتنظيم عمل القطاع المصرفي وتفعيل المساهمة في خدمة أهداف التنمية الاقتصادية وباقي أهداف المجتمع.
ومع أخذ المؤلف في الاعتبار القصور الحالي في الموارد المالية اللازمة لتمويل التنمية في مصر وانخفاض معدل الإدخار، يسأل المؤلف إلى أي مدى يمكن للقطاع المصرفي أن يقوم بكفاءة بدور في تمويل التنمية الاقتصادية في مصر؟
وللإجابة على هذا السؤال قام المؤلف بدراسته هذه اللي توزعت على أبواب ومباحث وفصول جاءت على الشكل التالي:
الباب الأول: هيكل الجهاز المصرفي ومكوناته، توزع على خمسة فصول، 1-مكونات وهيكل الجهاز المصرفي، 2-نشأة الجهاز المصرفي المصري، 3-أهداف ووظائف الجهاز المصرفي، 4-أدوات تمويل الجهاز المصرفي، 5-فعالية تمويل الجهاز المصرفي، الباب الثاني: مفهوم التمويل ومصادره، الباب الثالث التنمية الاقتصادية، توزع على ثلاثة فصول، 1-الإطار النظري للتنمية الاقتصادية، 2-تجربة التنمية الاقتصادية في مصر، 3-دور القطاع المصرفي المصري في التنمية الاقتصادية.
هذا وتكمن أهمية هذا البحث في أنه يعالج بالبحث والتحليل موضوعاً من أهم الموضوعات المعاصرة على الساحة الاقتصادية والسياسية ليس في مصر فقط بل وفي معظم البلدان المتقدمة والنامية على حد سواء.
