هذا الكتاب (الأزمات والمتغيرات الإقتصادية ودور القطاع المصرفي) نتيجة لتطور أعمال البنوك وتعدد وتشعب وتعقد الأنشطة التى تقوم بها، تزايد الاهتمام العالمى بدور القطاع المصرفي فى مواجهة الأزمات المتغيرات الإقتصادية، بحيث يتم التركيز على إدارة ومراقبة المخاطر ذات التأثير الكبير والخطير على أوضاع القطاع المصرفي، وذلك من خلال توجهات لجنة بازل، وخاصة اتفاق (بازل 11).
وهذا ما يتطلب وجود رقابة عن طريق محورين، هما: الرقابة المصرفية بواسطة السلطة النقدية المختصة وهى البنك المركزى بكل دولة، والرقابة الشرعية المستنبطة من أحكام الشريعة الإسلامية.
وإن كان تطوير أداء القطاع المصرفي ودوره ضروريا على المستوى القطرى، إلا أن مثل هذا التطوير غير كاف لمواجهة المتغيرات الاقتصادية العالمية والإقليمية المعاصرة، إذ يستدعى الأمر إيجاد نوع من التعاون بين القطاعات المصرفية على المستوى الإقليمى العربي، وذلك من خلال البنوك المركزية بها.
