عرفت الأوساط الأدبية الروسية في ثلاثينات القرن التاسع عشر، قسطنطين ميخائيلوفيتش بازيلي، كاتباً لـ "نبذات عن القسطنطينية" وديبلوماسياً مميزاً وصديقاً لـ غوغول، لكنها لم تعرفه أبداً صاحب مؤلفات عن سوريا، رغم القيمة الكبيرة لمؤلفاته العلمية. إن كتاب "سوريا وفلسطين تحت الحكم التركي" هو أحد أول المؤلفات العالمية في تاريخ سوريا ولبنان وفلسطين الحديث، وقد استطاع فيه المؤلف أن يسلط الأضواء بوضوح ودقة كاملين على تاريخ سوريا من القرن السادس عشر وحتى الثامن عشر، وأن يرسم بإبداع حوادث الثلاثينات والأربعينات من القرن التاسع عشر، أي الحوادث التي حفلت بها أصعب أعوام التاريخ السوري الحديث، وأن يعطي تحليلاً متقدماً، أعمق من أي تحليل آخر لأي من المؤرخين الأجانب في القرن الماضي، هذا وقد اعتمد بازلي في كتابة هذا على الحوليات العربية المخطوطة، وكتب الرحالة الأوروبيين الذين سبقوه، إضافة إلى ما كانت توفره له معايشته الشخصية للأحداث من دقة المراقبة. وعلى هذا لا يزال كتاب "سوريا وفلسطين" وحتى يومنا هذا، واحداً من الأعمال الأولى في حقل الاستعراب الروسي، محتفظاً بقيمته العلمية، بفضل ما يحمل من أهمية تاريخية.
