أصله من قزوين، ومولده بالموصل.
ولي القضاء في ناحية بالروم، ثم قضاء دمشق سنة 724 هـ، فقضاء القضاة بمصر (سنة 727) ونفاه السلطان الملك الناصر إلى دمشق سنة 738 ثم ولاه القضاء بها، فاستمر إلى أن توفي.
من كتبه (تلخيص المفتاح - ط) في المعاني والبيان، و (الإيضاح - ط) في شرح التلخيص، و (السور المرجاني من شعر الإرجاني).
وكان حلو العبارة، أديبا بالعربية والتركية والفارسية، سمحا، كثير الفضائل

لما كان علم البلاغة وتوابعها من أجلّ العلوم قدراً وأدقها سرَّاً.. إذ به تعرف دقائق العربية وأسرارها.. ويكشف عن وجوه الإعجاز في نظم القرآن أستارها.. وكان القسم الثالث من مفتاح العلوم الذي صنفه العلامة أبو يعقوب يوسف السكاكي أعظم ما صنف فيه من الكتب المشهورة نفعاً لكونه أحسنها ترتيباً وأتمها تحريراً وأكثرها للأصول جمعاً... ولكن كان غير مصون عن الحشو والتطويل والتعقيد، قابلاً للاختصار مفتقراً إلى الإيضاح والتجرد...
هذا التطويل والتعقيد هو الذي دعا الإمام "جلال الدين عبد الرحمن الشافعي المعروف بالخطيب القزويني" إلى تدوين مختصر يتضمن ما في "مفتاح العلوم" من القواعد... ويشتمل على ما يُحتاج إليه من الأمثلة والشواهد، ولم يبالغ القزويني في اختصار لفظه تقريباً لتعاطيه، وطلباً لتسهيل فهمه على طالبيه، وأضاف إلى ذلك فوائد عثر عليها في بعض الكتب القديمة وسمّاه "تلخيص المفتاح".
ولأهمية هذا الكتاب عني "عبد الحميد هنداوي" مدرس البلاغة والنقد الأدبي والأدب المقارن بكلية دار العلوم-القاهرة بتحقيقه وهدفه تقديمه بحلة جديدة يسهل على طلاب العلم الانتفاع بها، ولتحقيق هذا اهتم بالعمل على النقاط التالية: أولاً: صحيح أخطاء متن الكتاب، ثانياً: اعتنى بتخريج نصوص الكتاب وشواهده القرآنية والحديثية والشعرية، ثالثاً: ذيّل الكتاب بفهارس علمية نافعة خادمة للكتاب ونافعة للطلاب.
