هذا الكتاب هو ثمرة تعاون وثيق بين مؤلفيه. أما أحدهما فمتخصص في العلاقات والتنظيمات الدولية، وأما الآخر فمتخصص في تطور الفكر السياسي والاقتصادي، فجمع هذا الكتاب بين دفتيه هذين اللونين من ألوان المعرفة وهو يرمي بذلك إلى تحقيق ثلاثة أهداف: أولها: أن يكون عوناً لطلبة السنة الأولى من كلية الاقتصاد والعلوم السياسية بجامعة القاهرة في مادة "مبادئ علم السياسة" وأيضاً للطلبة الذين يدرسون هذه المادة عموماً بغيرهما من الكليات والمعاهد العليا. حيث سيعرض بإيجاز وتبسيط لأصول مبادئ السياسة مع تجنب العبارات الفضفاضة، ثانيهما: أن يكون هذا الكتاب مرجعاً علمياً لمن تعرض له مسألة سياسة داخلية كانت أم خارجية، ويريد أن يفهم وجه الحقيقة والصحة فيها. ثالثهما: أن يتبين للرأي العام أن السياسة لا تكون ارتجالاً، ولا تكون وليدة عاطفة، ولكنها علم له قواعده وأصوله، لا يختلف عن غيره من العلوم ذات الأسس الثابتة.
وبالإجمال فقد تناول الكتاب أربعة فروع من العلوم السياسية هي الفكر السياسي والنظرية السياسية، ونظم الحكم، والعلاقات الرملية، وذلك استرشاداً بالتقسيم التقليدي الذي انتهى إليه بعض علماء السياسة عام 1948 تحت إشراف اليونسكو، ومؤداه أن أهم الموضوعات التي يضمها علم السياسة هي: أولاً: النظرية السياسية، وتشمل: النظرية السياسية والفكر السياسي. ثانياً: النظم السياسية، وتشمل: الدستور، والحكومة المركزية والحكومات الإقليمية والمحلية والإدارة العامة، والوظائف الاقتصادية والاجتماعية للحكومة، والنظم السياسية المقارنة. ثالثاً: الأحزاب والجماعات والهيئات، ودور الفرد في الحكومة والإدارة، والرأي العام. رابعاً: العلاقات الدولية، وتشمل: الأحزاب السياسية والجماعات والهيئات، ودور الفرد في الحكومة والإدارة، والرأي العام. رابعاً: العلاقات الدولية، وتشمل: السياسة الدولية، والتنظيم الدولي، والقانون الدولي.
