يأتي هذا الكتاب ليسلط الضوء على الإشكالية القانونية المتعلقة بحق تقرير المصير لإقليم عربستان، هذه الإشكالية التي تستوجب أولاً فهم قضية إمارة عربستان والتوصل إلى حقيقتها، هذه القضية التي تعود إلى الوجود الفعلي الإيراني في هذه الإمارة العربية، الذي ترتب نتيجة للحرب التي شنتها إيران سنة (1925) ضد الدولة الكعبية التي كانت تحكم إمارة عربستان، وذلك بفعل العوامل الجيوسياسية التي شكلت أحد أهم الأسباب لإندفاع القوى الأجنبية تجاه عربستان، وصلت في كثير من الأحيان إلى حد النزاعات المسلحة التي خاضتها تلك القوى الطامعة في الإستيلاء على الإمارة، فيما شارك شعب عربستان في تلك النزاعات دفاعاً عن وطنه وحفاظاً على إستقلاله وإستقراره.
إن إمارة عربستان أو إقليم الأحواز كما يحلو لأهل الإمارة أن يطلق عليها، لم تشهد الهدوء بسبب الثورات والإنتفاضات المتتالية التي قام بها شعب الأحواز ضد الوجود الإيراني، رافقها عديد من المطالب الموجهة للإيرانيين والمحافل الإقليمية والدولية بهدف الحصول على حق تقرير المصير أو الحكم الذاتي أو التحرير والإنفصال عن الوجود الإيراني، وهذا الأمر وضع إمارة عربستان أمام مركز قانوني جديد جراء تغيير وضعها بفعل الإجراءات التي اتخذتها إيران تجاه شعب هذه الإمارة بعد أن تسنى للأولى وضع يدها على إقليم الأحواز.
لقد سعى هذا الكتاب إلى الوقوف عند إجابة التساؤل الرئيس المتعلق بالإشكالية القانونية المتعلقة بحق تقرير لإمارة عربستان، هذه الإشكالية التي تبلورت نتيجة للسياسة الإيرانية الساعية لإدامة إحتلالها لهذه الإمارة خلال الفترة ما بين (1925- 2013) والتي دفعت شعب هذه الإمارة إلى المطالبة بحق تقرير المصير.
