على أثر تزايد الإقبال على تطبيق وممارسة الشق الداخلي، لمضمون حق الشّعوب في تقرير مصيرها، المتمثّل في صورتين وهما؛ الإنفصال عن إقليم الدول المستقلّة، والممارسة الحقيقية للديمقراطية داخل إطار الدولة، في ظل التطوّرات التي طرأت على هذا الحق منذ نشأته، وأثرت بشكل مباشر على تفعيل مضمونه في مراحل متعددة.
ولما هذا الحق من أهمية قصوى، جعلته من أهم المبادئ الأساسية، التي يقوم عليها القانون الدولي الحديث، فقد ورد النص عليه في ميثاق الأمم المتحدة، الذي يشكّل دستور العلاقات القانونية الدولية، وتبرز أهميته من خلال دوره كوسيلة في حل الخلافات الدولية والنزاعات الإقليمية، وصولاً إلى تحقيق غاية رئيسة، وهدفاً مهماً من أهداف إنشاء منظمة الأمم المتحدة، يتمثّل في حفظ السلم والأمن الدوليين، وأضفى المنطلق الثوري لهذا الحق، طبيعة خاصة تمثّلت في أنّه كان على الدوام محركاً للثورات، ومغذياً لمشاعر الشّعوب للتخلّص من الأنظمة الإستعمارية، ولعب هذا الحق دوراً بارزاً وحيوياً في مساندة الشّعوب للتخلّص من الأنظمة الإستعمارية، ولعب هذا الحق دوراً بارزاً وحيوياً في مساندة الشّعوب الواقعة تحت الإستعمار للتخلّص منه إبّان الفترة الإستعمارية؛ وعليه فقد تمثلت مشكلة هذه الدراسة، في بيان الآثار المترتّبة على التطورات الحديثة، التي طرأت على حق الشّعوب في تقرير مصيرها، في المعاهدات والإتفاقات والواقع العملي الدولي.
وقد توصّل الكاتب إلى نتائج عدّة، تمثّلت في بروز مضمون الشق الداخلي لهذا الحق، من خلال تزايد الإقبال على ممارسته على أرض الواقع، وإقرار المجتمع الدولي لهذه الممارسات وعدم الإقتصار على مفهوم الشق الخارجي المتمثّل في التخلّص من الإستعمار.
