تعد منطقة القرن الأفريقي من أكثر مناطق القارة الأفريقية التي تعاني زخماً في الصراعات والنزاعات داخل الدول وفيما بينها. وفي ظل تنامي أوضاع عدم الاستقرار والاضطراب التي اجتاحت المنطقة عقب انتهاء الحرب الباردة، ودخول قوى دولية جديدة إليها، واكتشاف النفط فيها، زاد اهتمام السياسة الأمريكية بالمنطقة والانخراط في شؤونها. كما أن أحداث الحادي عشر سبتمبر 2001 دفعت الولايات المتحدة إلى زيادة التركيز على منطقة القرن الأفريقي فاعتبرتها منطقة محورية في سياساتها الرامية إلى محاربة الإرهاب. يسلط هذا الكتاب الضوء على الصراعات التي شهدتها منطقة القرن الأفريقي منذ العام 1991، محاولاً توضيح الأنماط المختلفة لتلك الصراعات، ورصد وتحليل دور الولايات المتحدة الأمريكية وطرق استجابتها لصراعات المنطقة، وتقييم السياسة الأمريكية تجاه منطقة القرن الأفريقي ككل. والكتاب لم ينحصر في الدلالة الجغرافية الضيقة لمفهوم القرن الأفريقي، ولكنه تبنى المفهوم الأمريكي الواسع للمنطقة الذي يضم عشر دول أطلقت عليها الولايات المتحدة "القرن الأفريقي الكبير"؛ هي: جيبوتي، وأثيوبيا، وإريتريا، والصومال، مضافاً إليها السودان، وكينيا، وتنزانيا، وأوغندا، ورواندا، وبوروندي.
