ساد الإختلاف والتباين بين المختصين في العلوم السياسية وصانعي القرار السياسي إزاء تعريف الأزمة والأزمة الدولية، وتحديد الأدوات والأساليب الراهنة بإدارتها.
ومع تعدد وتنوع الدراسات التي عالجت موضوع الأزمة فإنها تبقى محتفظة بدرجة عالية من الحيوية والأهمية، وذلك لجملة إعتبارات، أهمها أن الأزمة موضوع يهتم بدراسة الفكر الإستراتيجي الذي لا يمكن إلغاؤها كظاهرة تنتج عن أنماط متعددة من التفاعلات السياسية الدولية، فهي حاضرة بين وحدات النظام الدولي متى ظهرت مؤشرات التباين والإختلاف، وتصاعدت درجات التنافس والصراع.
فالأزمة تمثل حالة مستوطنة في المجتمع الدولي، وبسبب هذه الحقيقة الموضوعية يجب توقع حدوثها كظاهرة طبيعية بين الأفراد، وبين أعضاء الأسرة الدولية، وأن كانت الأزمة حالة غير مرغوبة، نظراً لما تنطوي عليه من خطورة عالية، إذ لم تعد أي دولة أو منظمة سياسية أو مؤسسة إنتاجية بعيدة المنأى عن الأزمات، فالأزمات على ما يبدو أصبحت جزءاً لا يتجزأ من نسيج الحياة المعاصرة، كما أصبح وقوعها من حقائق الحياة اليومية، ولا يقتصر مفهوم الأزمة على الأزمات الكبرى المعروفة والمتوفرة فحسب، وإنما هنالك أزمات قد يتعرض لها الإنسان في مسيرة حياته الشخصية أو الأسرية، أو تتعرض لها كافة المؤسسات الإجتماعية والإقتصادية، وهو الأمر الذي يدفع بنا إلى الإهتمام بعلم وفن إدارة الأزمات على إعتبار أن الجميع قد يكونوا أحياناً عرضةً لها.
والولايات المتحدة هي من الدول الرائدة في هذا المجال، ولذلك بحث المؤلف موضوع الولايات المتحدة الأمريكية، وإدارتها للأزمات الدولية، منطلقاً من رؤية تحليلية لطبيعة أهمية إدارة الأزمات الدولية في السلوك السياسي الخارجي الأمريكي، ومعرفة الآليات والوسائل التي استندت إليها في إدارة أزماتها أبان مراحل وحقب زمنية مختلفة، بفعل ما أتيح لها من قدرات الإدارة الأزمة، مثلما حصل في إدارة أزمة الخليج الثانية (تحرير الكويت)، والإدارة بالأزمة لإحتلال العراق، ومع ذلك تم إختيار أزمتين كدراسة حالة لإدارة الأزمات الدولية، وهما أزمتي البرنامج النووي الكوري الشمالي، والنووي الإيراني واللتان يرى بعض المختصين بأن بعض المتغيرات الدولية والإقليمية أدت إلى خروجهما عن حدود الإمساك من قبل الولايات المتحدة الأمريكية.
