عبد الرحمن بن خلدون، هو أول عالم عربى فى العالميين القديم والحديث الذى ينشئ بين العلوم الانسانية علما اجتماعيا مستقلا يجعل موضوعة الاجتماع الإنسانى والعمران البشرى. وهذا الكتاب لمؤلفه، الأستاذ الدكتور حسن الساعاتى، عميد الاجتماعيين العرب هو أول كتاب فى المكتبة العربية، يتناول علم الاجتماع الخلدونى ،بالبحث ، والتمحيص ، والتحليل ، والنقد. ويذهب المؤلف إلى عبقرية ابن خلدون تتجلى فى أنه كان يعرف معرفة أكيدة أنه قد ابتدع بين العلوم علما جديدا، لم يسبقه إليه أحد، وأنه قد حدد لهذا العلم موضوعه ومسائله. وهو يؤكد أن عظمة ابن خلدون تتجلى أيضا فى أنه لم ينشئ هذا العلم الجديد فحسب بل وضع أيضا لهذا العلم قواعد منهج أصيلة وهو يقول عن علمه الجديد:" واخترعته من بين المناهج مذهبا عجيبا وطريقة مبتدعة واسلوبا".
