يتألف هذا الكتاب من مقدمة وتسعة أبواب، بعدما ركّز الشيخ على الميزة الأساسية للسلطة الروحية في علوّ مرتبتها، وضرورة إحترام سُلّم القيم والتدرّج في المراتب لدى كلّ مجتمع محافظ على التراث الرّوحي، عمد إلى عرض ما ينبغي أن تكون عليه العلاقات التي تضبط وظيفة علماء الدين بوظيفة رجال الحُكم، إذ طبيعة هذه الإرتباطات هي التي تميّز موقع المجتمع من القداسة والثبات في الأصالة الحافظة لكلّ مجتمع من التفكك والتدهور.
واستشهد الشيخ بأمثلة من التراث الهندوسي والغرب في القرون الوسطى، ويقرّر أنّ إختلال الموازين في سلّم القيم الدينيّة الإجتماعية يؤول إلى قلبها إذا لم يحصل التقويم السليم في الوقت المناسب.
ومن هذا الإنقلاب السالب تنشأ الفوضى في العقائد والمفاهيم والأفكار والسلوكيات، وتلك هي علامة الدخول في أحلك الحقب التي تشكل المرحلة الظلامية لتاريخ الإنسانية، وهي المرحلة التي دخلتها البشرية المنفصلة عن أصالتها الدينية منذ قرون وستستمرّ متفاقمة إلى ظهور العلامات الكبرى لآخر الزمان.
