لم يكن اللفتنانت كولونيل لويس بيلي كبقية الرحالين الآخرين، بل كان موفداً سياسياً لبريطانيا في منطقة الخليج العربي في أواخر القرن التاسع عشر. كان ثاني رحالة بريطاني يزور مدينة الرياض ( عام 1865م) بعد الرحاله ويليم بيفورد بلغريف (1862م) وذلك لإقامة علاقات ودية بين بريطانيا والامير فيصل بن تركي آل سعود، المؤسس الفعلي لدولة السعودية الثانية.
اطلق بيلي للكويت، وقدم عنها معلومات مفيدة ومهمة، ثم تابع رحلته برواية ممتعة شائقة عبر صحراء الصماء والدهناء، ودخل عبر نجد مجتازاً العرمة والعارض وصولاً إلى الرياض، التي لم يمكث فيها سوى ثلاثة أيام. وقد جاء في وصفه للأمير فيصل: كان يبدو فوق السبعين من عمره، ويرتدي ثياباً فخمة تنمو عن ذوق رفيع، ويعتمر ما فوق الكفية العربية بعمامة مكورة من قماش كشمير الأخضر. صوته رخيم وكلماته رزينه متزنه، وهو رجل وقور ودمث…
