تتناول الدراسة تجربة حكم القيادات الشيعية بالعراق ما بعد 2003، بالتركيز على نقاط محورية أبرزها ديناميات اتخاذ القرار خلال خمس عشرة سنة من الحكم، بالإضافة إلى تقييم تداعياتها على الانتقال الديمقراطي، والتنوّع الطائفي والواقع الاجتماعي-الاقتصادي. لا تسعى الدراسة إلى تقييم نجاح مرحلة الانتقال الديمقراطي بالعراق أو فشلها بقدر ما تهدف إلى استقراء التوجهات الكبرى لمقاربة القيادات الشيعية للحكم في فترة ما بعد 2003 إلى حدود انتخابات 2018، كتجربة فعلية وجديدة ليس فقط في السياق العراقي بل أيضاً في كلّ المنطقة العربية من جهة أولى، وتحليل أشكال تشابهها أو اختلافها مع مقاربات الحكم لمجموعات سياسية وميليشيات مسلّحة شيعية مثل حزب الله (لبنان) والحوثيين (اليمن)، من جهة ثانية.
