انتشرت في الآونة الأخيرة الجريمة على اختلاف أنواعها وتعددت أسبابها فمنها من يرجعها إلى أسباب إقتصادية أو إجتماعية وأخرى أسرية.. إلخ، وهناك سبب آخر وجديد لإنتشار الجريمة وهو تعمد الحكومات الفاسدة في إنتشار الجريمة بعدم الحد من الجريمة وعلاجها بل على العكس تعمدت الحكومات الفاسدة في إنتشار الجريمة والرزيلة في المجتمع بهدف إغراق المجتمع في المشاكل وعدم التفكير فيما يحدث حوله من فساد سياسي وإجتماعي وإداري.. إلخ.
وتقصد الحكومات الفاسدة من وراء ذلك حماية مصالحها المشبوهة والحفاظ على المراكز التي يحتلونها في المجتمع لذلك قصدت وتعمدت في إنتشار الجريمة سواء كان بطريق مباشر أو غير مباشر، وقد تناولت في هذا الكتاب بعض الطرق التي سلكتها الحكومات الفاسدة لإنتشار الجريمة وتناولت ذلك بأسلوب مختلط في الكتابة فطارة تجده أسلوباً قانونياً، وآخر إجتماعياً حتى يصل هذا الكتاب وما به من أفكار ومعاني لرجل الشارع العادي فلم أختص به رجل القانون وحده وبالتالي اختلط أسلوب الكتابة.
