التعليم الجامعي بوجه عام وفي كل دول العالم تعليم عالي الكلفة مقارنة بالتعليم قبل الجامعي وفي ضوء ضعف الإمكانات الحكومية تفرض قضية ترتيب الأولويات في تمويل التعليم نفسها على ميزانيته، وهذه الأولوية ينادي بها البنك الدولي في الوثيقة التي نشرها تحت عنوان "التعليم العالي" دروس مستفادة من التجارب حيث جاء التقرير ليؤكد انتقاده للتعليم الجامعي موضحًا أن المصادر المخصصة له لا تستخدم بكفاءة لذلك لابد أ، يراعي الاستثمار في التعليم مسألة الأولويات.
وقد نال هذا الموضوع اهتمام كثير من الباحثين فهناك من حاول الاستفادة من تجارب الدول المتقدمة في تمويل التعليم وقد عقدت ندوات دولية وإقليمية ومحلية لبحث قضية تمويل التعليم، ومن هنا تأتي أهمية هذه الدراسة كمحاولة لوضع تصور مقترح للتمويل الذاتي للجامعات المصرية من خلال الاستفادة من خبرات بعض الدول ممثلة في كل من استراليا وتركيا في مجال التمويل الذاتي بالجامعات، بهدف لا مركزية تمويل التعليم الجامعي، وللوصول للاستفادة المرجوة من الدراسة قمنا بتقسيمها إلى أربعة فصول تناول الأول منها الإطار العام للبحث ثم الفصل الثاني تمويل التعليم الجامعي في مصر، الفصل الثالث، والرابع لنصل إلى الدراسة التحليلية المقارنة لدولتي تركيا وإستراليا لنتبين منها القوى والعوامل المؤثرة والهياكل الإدارية فيهما والتصور المقترح للجامعات المصرية من خلال الإستفادة من دول المقارنة.
