انصبت أبحاث المفكرين الإقتصاديين المهتمين بالمنشأة على عناصر الإنتاج من الأرض، رأس المال، التنظيم، هذا الأخير اعتبر إلى وقت قريب عامل من عوامل الإنتاج، إذ أن أي نمو إقتصادي تحققه المنشأة كان يفسر بالزيادة التي يعرفها هذا العامل، إلا أن الدراسات التي تمت سمحت بتفسير تأثيره بجزء فقط من هذا النمو، وهذا ما جعل السؤال يطرح عن الجزء المتبقي لتفسير تطور النمو الإقتصادي، وبقي الأمر هكذا حتى الستينات، أين بين المفكرون المهتمون بهذا المجال منهم (دينيسون وبيكر) دور التعليم والتكوين في هذا النمو.
الدراسة المعمقة لقطاع التربية والتكوين سمحت بإستنتاج أنه إلى وقت قريب كان هذا المجال علبة سوداء بالنسبة للإقتصاديين يجهلون ما يدور بداخلها، رغم أن مؤشرات العلاقة بين التربية والتعليم من جهة والتنمية الإقتصادية من جهة أخرى درسها كل من (ألفرد مارسل وآدم سميت) منذ زمن بعيد.
