اتخذ موضوع إدارة الحكم أهمية متزايدة في السنوات القليلة الماضية، حيث أصبح من أولويات صانعي القرار والمهتمين بهذا الشأن في كافة أنحاء العالم. وهذا الاهتمام يشمل ثلاثة مستويات، أولها يتعلق بكيفية إدارة الشؤون الاقتصادية والمالية على المستوى الدولي، وثانيها يتعلق بالحكم السليم على المستوى الوطني، ويعني بالسياسة الاقتصادية الكلية لدولة ما وكيفية إدارة وتوزيع الموارد الوطنية، وثالثها يتعلق بتنظيم وإدارة المؤسسات داخل الدولة (أو ما يسمى "حوكمة" الشركات) سواء كانت هذه المؤسسات عامة تابعة للدولة أو شركات خاصة.
إن ارتقاء هذا الموضوع إلى صدارة الاهتمامات الدولية هو نتيجة تضافر عوامل متعددة، ومن المتوقع أن ينتج عنه تداعيات من شأنها أن تؤثر بشكل كبير على أداء القطاع العام والقطاع الخاص على المستوى الوطني من جهة، أو على إدارة الاقتصاد الدولي كافة، من جهة أخرى. وبناء عليه فإن تحقيق أو عدم تحقيق تقدم في هذا المجال سوف يترتب عليه انعكاسات إيجابية أو سلبية طويلة المدى على مستوى معيشة المليارات من البشر، وخاصة في الدول النامية حيث لا يزال الفقر وعدم المساواة يمثلان آفة مستعصية بالرغم من جهود دامت عقوداً من الزمن لمحاربة العوز وتضييق فجوة عدم المساواة في الدخل، سواء بين الطبقات والفئات الاجتماعية المتنوعة في الدولة نفسها أو بين مواطني الدول المختلفة.
وفي هذه الدراسة عرض لأهمية الإدارة السليمة للحكم، وأداء الاقتصاد العالمي، والعلاقة بين العولمة والنمو الاقتصادي والفقر، ومفهوم إدارة الحكم في ظل العولمة، ويخلص المؤلف إلى إمكان الاستفادة من العولمة في دعم التنمية الاقتصادية والاجتماعية في الدول الغنية والفقيرة معاً.
