أما موهبته الكبرى فيه كلامه الحاسم، الدقيق المختصر والمعبر عن نبض رجل الشارع كما هو مرتبط بحلقات سلسلة العلاقات الرسمية. أصبحت الدبلوماسية في عهده ثورية وهما مصطلحان لا يجتمعان، وتحولت وزارة الخارجية إلى أداة للدعاية والحماية لكل مصري في الخارج. تطورت الوزارة في الخارج والداخل وأصبحت مصدر ثقة.
