تبوأت الرسالة القيروانية مكانة رفيعة في الدرس الفقهي بالمغرب والأندلس ، مؤلفها الإمام الحافظ الحُجّة الفقيه أبي محمد عبد الله إبن أبي زيد القيرواني المتوفى عام 386ه وشارحها الدكتور عبد الله التوراتي الذي وضعها تحت عنوان " كتاب الرسالة في واجب أمور الديانة " وفيها مما تنطق الألسنة وتعتقده القلوب والأفئدة وتعمله الجوارح وما يتصل بالواجب عن ذلك من السُّنن ، وهي على مذهب مالك بن أنس رضي الله عنه . وتحتوي الرسالة على فرائد وفوائد ومقالات وتنبيهات وأغراض جليلة ومعانٍ عميقة في الفقه الإسلامي ، انتظمت في أبواب منها للوضوء وللصلاة والزكاة والحج والصيام والإعتكاف وغيرها .
ولأهمية هذه الرسالة دأب على شرحها وتحقيقها الدكتور التوراتي ، بعد أن عرّف بالفقيه الإمام الحجة أبي محمد ... القيرواني - مؤلفها - وذكر تلاميذه ومصنفاته ومراسلاته ، مع الدلالة على مصادر ترجمته التي غفل عنها الكثيرون من المعتنين بسيرة الفقيه القيرواني ، ثم ذكر أسانيد الرسالة ومن سمعها منه ، ثم عرّف بالنسخة الأندلسية منها ، وألحق بها نصوص إجازات أبي عبد الله إبن الأزرق ووالده أبي الحسن ، فضبط نصوصها ، وعرّف ببعض أعلامها ... وألحق بالكتاب صور النسخة الأصلية ( المخطوطة ) للرسالة القيروانية كاملة .
