أقام الله تعالى مظاهر الكون كلها على أساس واحد، وهو تعلق الأسباب بالمسببات والمعلول بالعلة، فإنه لا يحدث شيء في الكون إلا وله سبب أدى إلى حدوثه ولا يسري نظام ما في ظاهرة كونية إلا وله تعليل مادي أو غير مادي أودعه الله في هذه الظاهرة الكونية كي تسير على نسق دقيق يدل على حكمته وقدرته.
إن الإنسان بما توصل إليه من علم استطاع أن يدرك الأسباب بالمسببات، والعلل لكثير من مظاهر الكون حتى الجوانب الدقيقة منه نتيجة تطور المختبرات والعلوم الفكرية في شتى أنواع العلم التجريبي والتجريدي، واستطاع الإنسان أن ينقل تجربته الحسية والفكرية في إدراك الأسباب والعلل إلى مجال أوسع واستطاع أيضاً بملاحظته الدؤوب أن يدرك أن قانون السببية هذا ليس قاصراً على الأمور المادية المحسوسة بل هو يشمل حركات البشر وتقدم الشعوب وتخلفها، إلى غير ذلك من الأمور.
ونظراً لم تحمله نظرية السببية من أثر كبير من حياة الإنسان وفي محيطه الذي يعيش به كان هذا الكتاب لنتعرف على منهج الله في السببية ونرى مقدار جهد الفقهاء في تحديد هذا الأمر بالنسبة للفقه الإسلامي المدني والجزائي.
