صدر كتاب شرح الأحكام العامة في قانون العقوبات ويتألف قانون العقوبات اللبناني من كتابين: الكتاب الأول: يبحث الأحكام العامة، بحيث يتضمن مجموعة القواعد والمبادىء الأساسية التي ترعى وتسود كافة القوانين الجزائية في الأساس، من حيث تعيين العناصر والأركان العامة للجريمة بصورة اجمالية (العنصر القانوني، المادي، المعنوي)، التي تنطبق على كافة الجرائم أيا كانت دون تمييز أو استثناء، ومن حيث تحديد العقوبات والتدابير الاحترازية والالتزامات المدنية، ومن حيث مفهوم الجزاء القانوني والمسؤولية الجنائية، والمساهمة الجرمية.
الكتاب الثاني: يبحث الجرائم الخاصة، فينفرد بدراسة كل جريمة على حدة فيعرفها ويفرقها عن سواها، ويحدد ما تتميز به من عناصر وأركان خاصة لها، ومن أوصاف جرمية تنطبق عليها، ومن صور وحالات واقعية، مشددة أو مخفضة، يمكن أن تقع فيها، وتعين العقوبة التي يجب أن تنزل في شخص مقترفها مدة ومقدارا وكيفية، مضاعفة أو منخفضة.
وبتوفيق من الله وتسديده تناولت في هذا المؤلف محورين أساسين من موضوعات الكتاب الأول من قانون العقوبات، هما : الشريعة الجزائية والجريمة. وقد آثرت تقديم مدخل واف يتضمن التطور التاريخي للتشريع الجزائي وتبيان معالم قانون العقوبات وعلاقته بالعلوم الأخرى وأهميته وخصائصه وموقعه في النظام القانوني العام وعلاقته بسائر فروع هذا النظام، وصولا الى الاطار الزمني الخاص بقانون العقوبات اللبناني وملامحه العامة، ثم دراسة الجريمة من وجهة نظر الفقه الجزائي وتقسيماتها واصنافها المختلفة، ودراسة أركانها بصفة عامة وهي ثلاثة: الركن القانوني، ثم الركن المادي، وأخيرا الركن المعنوي. وقد عمدت الى دراسة كل ركن على حدة مبينا مختلف المسائل القانونية والفقهية التي تثار عند دراسة أي من هذه الأركان، ودراسة نطاق تطبيق الشريعة الجزائية في الزمان والمكان.
ومن المؤمل أن يرضي هذا الكتاب من يرى فيه الفائدة والاحاطة الشاملة في موضوعاته، لكن دون الادعاء بالاقتراب من الكمال، فحسبنا أنه عمل بشري والنقص فيه وارد مهما بذل الانسان من جهد ومسعى.
