يري كثيرون أن الجامعة في سائر البلدان الديمقراطية واحدة من أهم قنوات التنشئة علي الوعي بالحقوق والحريات العامة وعلي ممارستها في إطار القانون والنظام العام وعلي كيفية التصرف حال تعرضها للانتهاك .
ولما كان العديد من الدول العربية راح يخطو بدرجات متفاوتة علي طريق التحول الديمقراطي بإجراء إصلاحات دستورية وتشريعية وعقد انتخابات عامة رئاسية ونيابية وتحسين أوضاع النساء وإقامة مؤسسات وطنية لحقوق الإنسان والسماح بإنشاء جمعية أهلية دفاعية .
بات علي الجامعات في بلادنا العربية بحكم مسئوليتها الكبري عن بناء البشر تكون في مقدمة الهيئات المنوط بها تكريس ثقافة حقوق الإنسان والديقراطية لدي الشباب.
وجدير بالذكر أن العولمة في تجلياتها السياسية والثقافية والاتصالية وما واكبها من حراك سياسي ومدني تتيح لجامعاتنا فرصا تشد من أزرها في مجال تعزيز تقافة حقوق الإنسان لكنها وربما بنفس القدر تضع أمامها تحديات ومصاعب يمكن أن تنال نسبيا من قدرتها علي العطاء في هذا المضمار.
