ونحن نقصد بالمشاكل هنا تلك المواقف الصعبة التى يصعب على وحدة من وحدات الإدارة العامة الخروج منها بحل واضح ومحدد وممكن التطبيق ويترتب عادة على هذه المواقف نقص رفاهية المواطن أو على الأقل عدم الوصول إلى المستوى المأمول منها. أما التحديات فنقصد بها تلك الفجوات بين الواقع الموروث للإدارة العامة وبين الطموحات التى تستهدفها مستقبلاً. ولما كان مديري القطاع الحكومي قد أوقعهم حظهم العاثر ما بين تلك المشاكل والطموحات.. فلا يوجد أمامهم أى مفر للخروج من تلك الفجوة إلا من خلال ممارسة الاحتراف الإداري لكافة عناصر العملية الإدارية وهذا ما سوف نحاول إيضاحه من خلال الصفحات القادمة.. آملين فى تحقيق ما نصبو إليه.
