إن عملية التقويم كإحدى وظائف الإدارة تعتبر من الركائز الأساسية التي تتطلبها إدارة المراكز والمؤسسات، فإتساع الحاجات وزيادة المنافسة العالمية وتداخل عناصر البيئة كلها أمور أصبحت تستدعي بصورة متزايدة ترشيد القرارات وإستغلال الطاقات المتوفرة والفرص القائمة، وهذا لا يتأتى إلا بمزيد من الإهتمام بوظائف العملية الإدارية التي يعتبر فيها تقويم الأداء عنصراً هاماً، والتنظيمات الرياضية والشبابية ليست بمنأى عن هذا الإتجاه.
تبرز أهمية هذه الدراسة في ضوء ما تحققه من نتائج علاوة على أنها تسلط الضوء على فكر وفلسفة إدارات مراكز الشباب ومردودها على رعايتهم، وما دام الشباب والإداريون هم المحور في ذلك فقد جاءت هذه الدراسة لتقويم أداء إدارات مراكز الشباب من وجهة نظر المنتسبين لأول مرة في الأردن.
وكذلك فإن الدراسة تعتمد التقويم كأساس لتشخيص وعلاج ما يشوب العمليات الإدارية في مراكز الشباب في الأردن إضافة إلى أنها تسلط الضوء على الدور القيادي والإداري لمشرفي وإداريي مراكز الشباب، وبما أن الإداريين والمشرفين في مراكز الشباب يعدون مكّملين لدور المجلس الأعلى للشباب فإنه بدوره سيسعى جاهداً لتفعيل دور هذه الإدارات والمراكز وتذليل كافة الصعوبات التي تعترضها، علاوة على أنه يخصص موازنةً وإمكانياتٍ وجهوداً مكثفة لإبرازها ونجاحها لذلك فإن من الواجب معرفة مخرجات وحصائل تلك المراكز وإدارتها وأثرها على الحركة الشبابية في الأردن.
